NCHM and Military Housing

NCHM has for many years valued our role in improving the quality of life for our Nation’s military service personnel and their families through the training that we offer. Recently, NCHM became the principle contractor responsible for delivering training and certification services for the Navy and Air Force as part of the Navy’s Community Support Training Institute at the Jacksonville Naval Air Station in Jacksonville, Florida.

Originally chartered to provide family housing training for Navy Family Housing employees, the CSTI school now provides family and bachelor housing training services for the Navy, Marine Corps, Air Force and Army Housing professionals worldwide.

NCHM maintains existing courses and develops new courses as required to meet the evolving needs of our military housing partners. NCHM also provides qualified, competent instructors who deliver these specialized courses anywhere in the world.

CSTI Course Offerings

Following are the courses currently being offered through CSTI.

Navy Courses:

AM-3 (CONUS) - Housing, Assignment, Information and Referral - This is a 3 day course which covers assignment policies and procedures for government quarters and provides techniques to locate and refer military personnel to community housing.

AM-3 (OCONUS) - Housing Assignment, Information and Referral Course (OCONUS) - This is a 3 day course designed to focus on information, referral and assignment requirements, responsibilities, relationships and procedures for practical and uniform application at various organizational levels. Upon completion of this course, participants will have thorough practical knowledge and skill to counsel service members concerning their housing requirements at the overseas location. They will also have a better understanding of how to meet the needs of the customer and to provide improved customer service skills to work through the leasing process with the service member. This course has been designed to cover the specific needs of the various overseas locations and includes topics such as OHA and overseas allowances.

BH-2 - Executive Overview to Family Housing Management - This 2 1/2 day course provides participants with a broad overview of Navy family housing policy, programs, responsibilities, procedures, and management philosophy. It is designed for non-housing personnel who are directly or indirectly involved with the various family housing functions.

FLAG - Navy Flag Officer Quarters Management - This four day course provides employees involved in the management of navy housing an understand of the policies, procedures, and issues related to management of flag officer quarters. Upon completion of this course, participants will have a thorough working knowledge of planning and programming Flag requirements, day-to-day management, cost accounting and reporting, and statutory/administration funding limitations.

FC-1 - Facilities Support Contracts for Housing Managers - This is a 5 day course which provides training of activity personnel who are involved with Naval Facilities Engineering Command (NAVFAC) Facilities Support Contracts (FSC).

MS-1 - Family Housing Self Awareness - This 2½ day course is designed to stress the importance of quality customer service whether internal (within the organization) or external (service members and their families). The course focuses on examining both one's own personality and those of Navy Housing customers so that housing personnel learn to optimize the effectiveness of their service delivery. Participants will share with classmates their successes and failures in dealing with customers. Upon completion of this course, participants will be able to use effective techniques and methods to provide quality customer service.

MS-2 Mediation Level One - This 3 day course is presented by the National Conflict Resolution Center . Participants will be provided an intensive 24 hour skill building course and exposed to effective mediation techniques through a combination of lectures, simulations, and participatory exercises. Mediation skills enhance effectiveness in dealing with a wide array of professional and personal challenges. An introductory to mediation skills and includes conflict theory, stages of mediated problem solving, balancing power, negotiation, strategic communication skills, handling emotions and impasse, mediator ethics, handling conflicts in the public sector, conflict management for supervisors, and workplace disputes.

MS-3 Mediation Level Two -This 2 day course is presented by the National Conflict Resolution Center . Participants will be provided an intensive 16 hour skill building course and learn to identify appropriate cases, develop critical skills for effective participation, understand the role of discovery, and match client objectives with meditative settlement options. Covers advanced mediation and deals with issues such as mediating with difficult people and mediation in intercultural situations requiring an interpreter. This course includes effective approaches to interest-based option generation, managing relational issues, assessing impasse, principled negotiation, consensus building, complex issues and large groups.

RSST Resident Satisfaction Surveys - This 1 day course prepares housing personnel for the planning and implementation of the housing resident satisfaction survey. Specific areas of instruction include the background, rationale, process and the follow-up actions necessary to incorporate the survey into their housing organization.

PM-1 (OCONUS) Navy Housing Property Management - The Family Housing Property Management Course focuses on basic family housing
property management terminology, concepts, and practices as they relate to OCONUS locations. Participants will gain a better understanding on how to manage properties from a maintenance perspective and how to effectively improve relationships with residents. Four-day course.

PPV-101 - Public Private Venture - This 2 day course address the Requirements, Acquisition, Transition and Residual management phases of the PPV Process, with a primary focus on the issues as they relate to Activity and Regional personnel. Topics of discussion throughout the course are many of the issues that involve "other functions" on the base, such as: contracting, PWC, Disbursing and Environmental. Upon completion of this course, participants will have developed an understanding of the DoN approach to Public Private Ventures (PPV), and be better prepared to meet the challenge of transitioning from Government Owned Housing to PPV.

PPV-201 Public/Private Venture (Asset Management) This 3 day course will provide Housing Directors and staff up to date information and tools to assist in managing the executed PPV deal for the Department of the Navy. Survey, reports and preferred referral are a few of the areas that will be discussed.

Stress Management for Housing Professionals - This 8-hour course focuses on stress unique to housing professionals. Participants will learn to identify their current stress levels and the stressors that can be damaging to health and relationships. They will learn how to control stress through good information, better communication, exercise, nutrition, and many other techniques tailored to their profession.

Public Speaking and Effective Presentations for Housing Professionals - Pounding heart? Sweaty palms? Shaky voice? This describes the reaction most people have when they prepare to address a group. Using videos, entertaining exercises, humor, and inside tips, you can look forward to your next presentation opportunity. The course also covers how to create effective PowerPoint presentations. Don’t let a common anxiety prevent you from becoming a comfortable and confident public speaker. Three-day course.

Government Correspondence for Housing Professionals - Ensure that your written style reflects your professionalism. The Department of Navy prescribes uniform standards for the management and preparation of proper correspondence in all situations. Understanding the rules of Naval Correspondence can help reduce rewrites and frustration. Learn the answers to questions regarding responsibilities and techniques, and discover resources for creating documents that are accurate and effective. Two-day course.

Change Management for Housing Professionals - Change is truly the only constant, especially in the housing environment. Whether change is embraced or resisted determines the impact they will have on an individual or an organization. Discover why most people are opposed to change and how to adopt a more constructive attitude regarding the inevitable. Learn how to work effectively in a constantly fluctuating professional environment. Two-day course.


Air Force Courses:

FC-1 - Air Force Introduction to Facilities Contracting - This 5 day course is designed as an introductory quality assurance course. Participates will acquire knowledge to apply acquisition reform principles and promote business process improvements in Air Force service contracts. The course is based on recent Department of Defense guidance addressing the implementation of Performance-Based Services Acquisition (PBSA), and Air Force Instruction (AFI) 63-124 dated 1 April 1999 for Performance-Based Service Contracts (PBSC). Basic references are covered with emphasis on the contents of AFI 63-124. The course is concluded with a review and post-test that is critiqued in class.

FC-2 - Air Force Contract Administration Surveillance Methods & Procedures - This 5 day course is designed as advanced quality assurance training based on recent Department of Defense guidance addressing Performance-Based Services Acquisition (PSBSA), Air Force Instruction 63-124, and new Commercial Item acquisition procedures. The course addresses the legal and contractual aspects of quality control, including FAR Part 46 and standard inspection clauses. Preparation of a typical Air Force support services contract requirements package is addressed, including the QA personnel responsibilities. Types of surveillance plans are addressed in more detail with the procedures of preparing the QASP. The course is concluded with a review and post-test that is critiqued in class.

FM-1- Furnishings Management - This is a 3 day course that deals with the policies and procedures pertaining to the Air Force Housing furnishings for both family housing and dormitories.

FM-1 (OCONUS) - Furnishings Management - This is a 3 day course that deals with the policies and procedures pertaining to Furnishings Management Office (FMO) operations in an overseas setting, which encompass Air Force Housing furnishings authorized for both on and off base & dormitories.

GQ-1 - General Officers Quarters Management - High level 4 day course which deals with current policies and procedures pertaining to the management and maintenance of Flag and General Officers quarters. This course also covers the legal parameters and ramification in dealing with these quarters.

HM-1 - Housing Management - This 5 day course deals with the overall management of Air Force housing. Topics of instructions are property management, housing maintenance, housing assignment, termination and referral, Air Force Housing Master Plan and current trends with in the housing organization.

HM-1 (OCONUS) - Housing Management - This 4 day course deals with the overall management of Air Force housing operations in an overseas setting. Topics of instruction are property management, housing maintenance, housing assignment, termination and referral, Air Force Housing Master Plan and current trends with in the housing organization in an overseas setting.

UH-1 - Unaccompanied Housing - This 4 day course designed for dormitory managers and staff covers policies and procedures pertaining to the management, maintenance of a dormitory facility. Other topics of instruction are facility design, service member assignment and termination, customer service, service member inspections.

Accreditation Courses (All Services):

CMH - Certified Manager of Housing - This 2 and one half day course is a hands-on performance oriented program designed to provide participants with important tools that will help make them better managers. Based on proven and effective housing management principles, CMH covers all aspects of housing and community management. An examination concludes the course. View details.

CMM - Certified Manager of Maintenance - This 2 and one half day course teaches participants how to successfully identify and manage the maintenance work load of a property. It teaches participants how to effectively analyze the number of units of work completed, hours of work completed, and the dollars invested. CMM gives participants the tools to take control of their maintenance costs by effectively diagnosing the causes of poor maintenance practices and developing a corrective strategy. COS - Certified Occupancy Specialist - This 3 day multimedia class covers eligibility, re-certification, interim adjustments, billing, special claims, and rent computations. COS is the most highly regarded occupancy program in our industry. It is designed to provide the housing professional with a comprehensive overview of the occupancy requirements for federally assisted housing programs - HUD Handbook 4350.3 through Change 29. SBS - Site-Based Budgeting Specialist - This 3 day program teaches the participants the complexities of preparing and submitting a property budget in accordance with regulatory requirements. It emphasizes creating a budget that functions as an effective operating tool upon which success can be measured. Participants work in groups to create a comprehensive budget. Monthly budget-to-actual reports are examined to note budget variances. An examination concludes the course. This course fulfills the financial management pillar of Registered Housing Manager (RHM). RHM - The Registered Housing Manager - This course is presented by the National Center for Housing Management (NCHM) and provides the graduates a Nationally Recognized RHM designation award; a distinguished certification producing skilled, knowledgeable, capable, and dedicated professions. This class consists of four courses within a two-week period: 1) Certified Occupancy Specialist (COS), 2) Site-Based Budgeting Specialist (SBS), 3) Certified Manager of Housing (CMH), and 4) Certified Manager of Maintenance (CMM). A CD-ROM home study course must also be completed within 8 weeks of registering. View details.
