RADAR is the acronym for NCHM's renowned Realistic Approaches to Drug & Alcohol Reduction program. Recently updated to reflect changes in admissions and evictions law, RADAR was developed through a collaborative effort, which included NCHM housing professionals, public policy experts, and federal law enforcement agents from the FBI. 1998 Quality Housing and Work Responsibility Act (QHWRA), contains explicit HUD guidelines (Federal Register, May 2001) for site managers at federally assisted housing. RADAR has been updated to address these new requirements. RADAR was developed to assist organizations with drug grants to complete
their drug elimination programs, and to strengthen organizations without
drug grants to take full advantage of NCHM's RADAR program.

The delivery of the program is a combination of mini-lectures and working in groups on various case studies. We have a 2 day program and a 3 day program based on the needs of the organizations that are setting up the specials .

DAY ONE
I. Introduction to NCHM, Role of Housing Manager and Group Formation ExerciseII. RADAR Model
A. Vulnerability Analyses-- Use an enormously practical tool to determine the extent of drug and security problems on a property.
B. Economic Consequences-- Measure the consequences of NOT keeping a property drug free!III. Housing Manager Focus
The Housing Manager must be given the responsibility for implementing the drug elimination strategy. This requires the expansion of the manager's role and allows a shift in style from being active to being proactive and from being a generalist to being task-focused.IV. 4 Quadrant Problem Solving Model
Participants are taught how to use NCHM's 4-Quadrant Planning Model, a tool that can be used back home for problem solving, decision-making, and consensus building.V. HUD Power Tools, Screening and Eviction for Drug Abuse and other Criminal Activity
Participants practice applying the new strict screening and eviction regulations and discuss how to take to make the rules operational for illegal drugs, security, and/or terrorist concerns.DAY TWO
VI. Responsibility Charting and Organizational Commitment
Participants are taught a simple but effective method of defining goals, clarifying the work to be done, and establishing responsibility and commitment among key organizational players for accomplishing the required work.VII. Law Enforcement Relations
How to establish a good working relationship with the local police, the FBI, and other law officials.VIII. The Legal System
How to build and document a good case, establish a critical eviction process, and practice actions required in court.IX. Involving the Residents
Participants learn how to get commitment and involvement from the residents and make them a part of a security & drug elimination strategy.X. Back Home Plan
Participants develop an implementation plan that can be used back home on their property.
Exam
RADAR is not a certification course and has no exam.
