** NOTE: New continuing education requirement: The broad scope of the Upfront Income Verification rule makes it essential that occupancy specialists receive in-depth training in the many facets of the new rule. NCHM is therefore requiring that occupancy specialists undertake UIV training by December 31, 2009, in order to keep their COS certification active. This continuing education requirement is necessary to ensure the integrity of the COS certification.

Overview
The U.S. Department of Housing and Urban Development anounced in the Federal Register on January 27, 2009, a final ruling known as Upfront Income Verification (UIV). Effective March 30, 2009, UIV comprises a sweeping set of changes that impact core aspects of occupancy management such as eligibility, income calculations, and verifications. To help housing professionals get up to speed quickly on the new rule, NCHM has developed UIV Update, a special one-day workshop that examines the many ways in which UIV changes the definitions and rules of occupancy management.
What You Will Learn
The class will explore in detail the significant ways in which the new rule departs from established practices. Chief among these changes are the following:
- Individuals who declare themselves as U.S. citizens will now need to have their status verified.
- Requires PHAs and Owner Agents to use Enterprise Income Verification (EIV).
- Revises the definition of “annual income.”
- Makes some conforming rules for the HOME program
- Requires documentation of Social Security numbers for all family members. Provides guidance on how this issue impacts waiting list and eligibility issues.
- Reiterates there will be penalties for non-compliance on the part of any entity or individual.
