Change 1 of the Handbook has been released - here are the Facts (...or the "FAQ's"):
1. Is NCHM's manual for Certified Occupancy Specialist (COS) completely up to date?
The Certified Occupancy Specialist (COS) programs scheduled for November will feature the HUD Handbook 4350.3, Rev. 1 with the recent Change 1. However, all of NCHM's COS trainers have been aware of Change 1 since it was issued, and those changes have been discussed in many COS classes.
2. I recently took COS and my book did not include the new change. Can I purchase a new workbook?
Yes, individuals who are actively certified may purchase an updated HUD Handbook 4350.3, Rev. 1 with Change 1 from NCHM for a fee of $79.00 by calling 1-800-368-5625.
3. So, what is Change 1 to the Handbook all about?
Change 1 makes changes to Chapters 2, 3, and 4 of the HUD Handbook 4350.3. The changes in Chapter 2 are largely corrections in reference (Change 1 does not include the new HUD/Justice Department guidelines on reasonable accommodation, which is fully addressed in our Fair Housing Essentials (FHE)) program). There are significant changes in Chapters 3 and 4, particularly in the areas of the non-citizen rule, eligibility of full-time students, and screening criteria.
4. Will there be additional changes to the Handbook?
It is difficult to be certain, but it is probably a safe bet to say there will be future changes. The old Handbook went through 30 formal changes between 1985-2000, and NCHM was always abreast of those changes and incorporated them rapidly in our training. We are fully committed to insuring that COS , as well as our other training programs, are always up-to-date.

Throw away your old HUD Handbook 4350.3! HUD has completely rewritten it and the NEW version is now available for download at HUD's web site and here at www.nchm.org!
Download the new 4350.3, and you will instantly see the changes! The first thing that will jump out at you is the clean, modern font - gone are the days of the old Handbook's dinosaur typeface! You will also notice the new Handbook is 25% bigger! Some of that heft includes welcome additions such as new examples and explanations of HUD rules, but much of it contains new rules… rules you and your property must follow, effective immediately!
Download the Handbook from NCHM (NCHM has gathered the information for you and posted the Handbook in one file for your convenience!), or you can go to HUD's web site. HUD's site requires you to download the new Handbook in 27 separate pieces (not including several of the Appendices).
