HUD took a decisive step forward in its efforts to eliminate smoking from government-subsidized housing with its publication in December of a Final Rule entitled Insituting Smoke-Free Public Housing. While the rule, which became effective Feb. 3, 2017, applies to public housing agencies administering public housing, the policy requirements and guidance it contains provide a template for action that can be applied to all types of assisted housing.
In this special two-hour webinar, NCHM Senior Associate Wendy Fitzhugh investigates the new rules in detail – including which products will be banned, where smoking will no longer be allowed, and how to begin implementing the policies – as well as some of the more granular aspects and implications of the rule. These include:
The guidelines for implementing and enforcing a smoke-free policy
The potential administrative burden on PHAs large and small
What policies and materials should be in your smoke-free "toolkit"
How to implement a Designated Smoking Area
PHA discretion when it comes to banned products and Reasonable Accommodations
The deadline for PHAs to institute smoke-free housing policies was Aug. 3, 2018. This informative presentation will serve as a helpful springboard for PHAs that want to dive into the process, as well as for Owner/Agents of any multifamily housing community that has chosen to proactively begin initiating these policies independently.
Copies of the Federal Register Final Rule and related HUD documents will be provided at the end of the webinar.
