On January 28, 2012, HUD Secretary Shaun Donovan announced HUD's Final Rule on equal access to HUD programs regardless of sexual orientation or gender identity. The Department has issued a 58-page rule that will become effective 30 days after publication in the Federal Register. The rule marks the first time that the federal government has broadened the protections provided through its subsidized housing programs to include individuals regardless of sexual orientation or gender identity. Some issues of student income, however, are relatively new with updates to the HUD Handbook 4350.3 and IRS interpretation in the Guide to Completing Form 8823.
