
Paul Votto
President
Paul Votto has been affiliated with the National Center for Housing Management (NCHM) since 1981. He served as Executive Vice President until 1987 and remained actively involved throughout his private-sector career, including as a member of the Board of Directors and as an instructor. Paul rejoined the NCHM staff full-time in 2013 as National Director of Housing Programs and was appointed President in February 2018. Under his leadership, NCHM has grown to become the largest provider of education and certification in the affordable housing industry.
Paul brings over 40 years of experience in property management and real estate development. In the private sector, he managed several large multi-family and commercial portfolios and developed more than $750 million in real estate assets. His multifamily experience spans conventional market-rate apartments, affordable housing, senior housing, and assisted living.
A seasoned educator, Paul has designed and delivered hundreds of courses on a wide range of housing-related topics. He has also advised local, state, and federal agencies, public housing authorities, nonprofit organizations, and private firms on matters related to development, finance, construction, and operations.
