As published in the Federal Register on December 30, 2025, HUD’s Office of Community Planning and Development (CPD) has further extended the Housing Opportunity Through Modernization Act (HOTMA) compliance deadline for its programs to January 1, 2027. This new deadline aligns with that of HUD’s Office of Multifamily Housing.
This includes HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), Housing Opportunities for Persons With AIDS (HOPWA), Community Development Block Grants (CDBG), among others.
While compliance with Sections 102 and 104 of HOTMA is not mandatory until January 1, 2027, CPD grantees are advised that HOTMA compliance may be implemented sooner than that date and are advised to consult their Participating Jurisdiction (PJ) for more details. This is especially important for sites that are blended with other programs, for which program administrators have already implemented HOMTA. For example, many state housing finance agencies currently require that Low-Income Housing Tax Credit properties comply with HOMTA, and Rural Development requires compliance beginning July 1, 2025.
