The TCSA certification enables participants to delve into intricate compliance scenarios such as advanced financial calculations, strategic issues like Year 15 dispositions and acquisition/rehabilitation projects, and effective non-compliance resolution.

  • Navigating LIHTC Regulatory Resources: Learn to effectively locate, interpret, and apply guidance from all key regulatory resources governing the LIHTC program.
  • Differentiating LIHTC Requirements: Gain the ability to clearly distinguish between mandatory IRS Section 42 requirements, specific State Agency directives, areas of owner discretion, and prevailing industry standards.
  • IRS Forms & Elections Analysis: Conduct an in-depth analysis of critical IRS forms such as Form 8609 (Low-Income Housing Credit Allocation and Certification) and Form 8823 (Low-Income Housing Credit Agencies Report of Noncompliance or Building Disposition), and understand the implications and proper use of the Multiple-Building Election.
  • Managing Acquisition/Rehabilitation Projects: Master the specific compliance and management strategies required for successful LIHTC acquisition/rehabilitation projects, addressing their unique challenges from inception to completion.
  • Blended LIHTC Program Management: Learn to manage the basic program mechanics effectively when LIHTC is blended with other funding sources like HUD Project-Based assistance, HOME Investment Partnerships Program, and/or Rural Development programs.
  • Post Year-15 LIHTC Planning: Develop strategic plans for maintaining compliance and managing LIHTC properties beyond the initial 15-year compliance period, considering various exit strategies, resyndication, and extended affordability requirements.
  • Correcting LIHTC Non-Compliance: Learn to identify the most common non-compliance issues found in LIHTC properties and implement effective strategies for their correction, prevention, and reporting.
